Named for the Sith phrase "rule of law", the Chwayat Enclave focuses its efforts on enforcing Imperial law throughout the Empire and imposing their interpretation of justice and balance to all things. Established by the Dark Lord Virsunas on Y16 D167, the founding head of the Enclave, Darth Sigyn, built the enclave to be wardens of the ideals of justice and balance in an effort to strengthen the New Order through calm and careful use of force. Exuding a dispassionate demeanor, the Chwayat Enclave expends great effort to correct abuses of law or the excesses of people, whether Imperial or otherwise. This self-appointed role of arbiter of justice brings it into an ideological parallel with the Jiaasjen Enclave on most matters of Sith politics.

Having re-purposed the ancient ruins on the planet Tython, the Chwayat Enclave teaches a philosophy that the spread of a stable New Order is to be held as a paramount duty of all Sith, and that self-sacrifice and service is the fundamental requirement to achieve that goal. The Chwayat Enclave expects its members to act for the greater good in all situations, and despite their strong stance on removing corruption wherever found, they are known to manipulate whatever they deem necessary in order to achieve what they believe to be the greater good. Seen as self-righteous and naive by some of the other enclaves, they find themselves in regular conflict with the Kintik Enclave.
